I can see that this is not very well documented.
The format of these files is quite simple, you need three columns whereas the first the first column is for windspeed, the second for pitch angle and the third for rpm.
Depending on the settings of the turbine (prescribed pitch, prescribed rpm or both) the respective value at each windspeed will be linearly interpolated from the datafile that you load into the turbine.
